This is designed to develop a network of both professional and amateur rescuers able to quickly respond to disaster sites. This premise includes the ability to gather information and produce video reports helpful to agencies and the general public.   

Definition
R.E.I.G.N. -  (Rescue evangelical intelligence gathering networks)  Teams provide rescue operations, intelligence gathering, and evangelical outreach. These teams are capable of producing video reports while performing rescue operations after a disaster.  (Rescue operations take precedent over film-making functions.)

Situation
An injured, trapped, or missing person(s) in need of rescue and/or emergency medical care during and immediately after a disaster.
  • Restricted access due to a variety of dangerous weather and environmental conditions.
  • Unexpected situations and chaos.
  • Initial reports to local authorities may be poorly communicated.   
  • Joint operations of local agencies may be delayed.
  • Agencies may challenge R.E.I.G.N. team identification and purpose.
  • Survivors may be spiritual, mentally, emotionally, and physically vulnerable and in shock having suffered injuries and loss of home, property,  loved ones, and family members.
  • Assets for rescue support may be idle.
  • Evacuation routes may be impassible. 
  • Families may be separated. 
Mission
To get boots on the ground as quickly as possible for rescue operations, anytime and anywhere, for the first 24 hours of a disaster. Deliver the gospel message of salvation through faith in Christ as a comparison of physical rescue to spiritual rescue when appropriate. Produce video reports and documentaries.

Execution
A call is made by the team leader to execute "R.E.I.G.N. Storm  protocol". Members will be briefed and given a rendezvous point at a time to meet. Individual members perform a quick study of disaster site layout.

Set-up a hasty basecamp, study layout and intelligence, complete radio/navigation checks, and adjust execution phase. Determine method of search and rescue operations within scope of practice, Good Samaritan laws, and as directed by local authorities.

Recon using buddy system, execute rescue operations, triage and provide medical support within scope of practice or "Good Samaritan" laws. Mark trapped victim sites with mil-spec strobe lights. Every 30 minutes and as needed report to the appropriate agency liaison.

No later than 24 hours from initial response debrief  R.E.I.G.N. team members and local agency liaison, account for personnel and equipment, identify survivors needing  follow-up, and document actions taken and label and store video footage.

No later than 72 hours from initial response edit and render film for up-link to the "The Patch Report". Follow-up with appropriate survivors. Discuss spiritual matters and pray for the Holy Spirit's leading related to salvation of non-believing survivors as well as how best to bless those effected by the disaster.

Service Support
R.E.I.G.N. teams are independent of service support. Each member is a private citizen and part of a social network of Christians who volunteer to perform rescues. This premise is similar to the social network and nature of "storm chasing."

Team equipment such as mil-spec strobe lights, ropes and harnesses, night vision goggles, or drones will be inspected with every training.

Training for these high risk operations may use a modified National Guard approach of one week-end a month and one weeks a year. Teams operate safely by staying within their limitations and training.

Field film equipment will include helmet cams and portable.

Command and Signal
Teams are somewhat organic operating as spiritual cyclones dependent on God to equip and direct. This is done with safely in mind by stressing the importance to only perform rescues within the team's training, experience, and capabilities. Since this is a social network of private citizens who want to assist with rescue efforts standardized training can only be compelled. Legal consequences may result.

Frequencies of appropriate agencies should be stored in any communication devices taken to the field.

Each team is independent and can operate in any command and control structure.
